They sport a high-visibility color scheme -since stealth in space is impossible-, where the black spots and stripes may change locations to confuse the precise aiming of enemy lasers. The green panels are the radiators. Initially they were to double up as phased array sensors, but I don't think its a feasible idea: heating super-sensitive components up to 1000+ degrees is not really wise.
